Level One Personnel is seeking a technical support consultant to assist in the support of a GIS-based decision-making tool for the development of a Transportation Vision for the Baltimore Region.

Qualified candidates will:

• Gather public values for a transportation vision.
• Conduct workshops utilizing visual information to educate the public about the
  affects of transportation decisions and to create dialogue.
• Formulate and analyze several scenarios, recording the implications and
  potential benefits and trade-offs using indicators; and review outcomes of analysis and document comparisons for a stakeholder selected preferred scenario.
• The technical support consultant will assist during these steps by recommending sound technical approaches, assisting in the development of a GIS-based decision making tool, applying the developed tool within a public setting, and analyzing and scoring transportation scenarios in preparation for the selection of a preferred scenario.
   

Consultant Duties:
Consultant activities will be engaged through the use of task orders providing on-call technical support. The consultant needs to demonstrate the proficient understanding and use of the INDEX scenario planning tool, the ability to perform assigned tasks in a professional manner, and the staff resources required to complete tasks on a compressed schedule. A potential list of anticipated technical support tasks are as follows:

• Support in the Use of a GIS Decision Tool Request for Qualifications
  in the Preparation of a Regional Vision.
• Assist in the identification, gathering, and implementation of electronic data sets within the INDEX software.
• Assist in the development of indicators that measure scenario outcomes against collected regional values and goals
• Assist in designing and establishing an INDEX support tool to engage the public during public workshops and illustrate/demonstrate transportation and land use interactions.
• Provide technical support during the public workshop process period.
• Support the refinement and evaluation of alternative scenarios
• Assist in preparing a support tool during the engagement of the public in the selection of a Preferred Scenario.

Consultant Qualifications:
The selected consultant will be an expert in the use of the INDEX tool in support of developing a regional transportation vision. The consultant will also have the ability to respond to staff on required tasks in a professional manner providing sound technical support on a compressed schedule.
